There are increasing doubts about the UN’s ability to put an end to Israel’s attack on Gaza. Invoking Article 99 last month, UN chief Antonio Guterres warned that the Gaza war “may threaten the maintenance of international peace and security” and forced the Security Council to address the conflict. The United States, however, softened the wording of a later resolution, and nothing noteworthy happened—not even extra aid for the beleaguered Gazans.
