Justin Welby told the House of Lords in his first public address since he announced his resignation last month that a head had to roll after a review criticized the scandal’s management.
However, abuse victims claim they were “dismayed” and “disgusted” by the address, claiming it struck too “frivolous” a tone with jokes and made no mention of any sorrow for survivors.
According to the independent Makin assessment, Welby “could and should” have called the police in 2013 about John Smyth, a serial child abuser.
“The truth is that there comes a time if you are technically leading a particular institution or area of responsibility where the shame of what has gone wrong, whether one is personally responsible or not,” the archbishop stated in a speech to the Lords on Thursday.
