With a hard-edged, R-rated nod to its Netflix “street-level” series (think “Luke Cage” and “Jessica Jones”), Marvel once again uses Disney+ to cater to a specific subset of fans in “Echo.” However, it could be argued that by focusing on major franchises rather than exploring the nooks and crannies of its cinematic universe, Marvel is wasting time. The level of interest in these minor exercises will probably dictate how viewers react to this short-lived series that puts a little-known “Hawkeye” figure front and center.
