The Lords will meet later in the evening to decide whether to enact more revisions, but the Commons must discuss and vote on these changes on Wednesday.
The administration had hoped to pass the law on Wednesday, but that would have required peer proposals and parliamentary math.
Although officials have stated they want to begin flights within a few weeks, the government has not set a firm timeline for this to happen.
