The default speed restriction was referred to as a “blanket” by opposition minister Natasha Asghar, which infuriated Lee Waters, the former deputy minister for climate change in the Welsh government.
On September 17 of last year, the default speed limit on residential roads in Wales was lowered from 30 mph to 20 mph.
There was a lot of protest to the idea, including a record-breaking petition on the website of the Welsh parliament, the Senedd.
It triggered a review and revision of the guidelines for local councils by the Welsh government.
Ms. Asghar disagreed that her remarks violated the code of conduct.
Her notion that “when she used the blanket descriptor she had been expressing an opinion” is described in the report of the standard committee.
However, the committee took note of the fact that Ms. Asghar had been involved in reviewing a comparable complaint regarding Andrew RT Davies, the leader of the Welsh Conservatives, at the start of the year.
The committee at the time cleared Mr. Davies, but they came to the conclusion that the default limit’s “blanket” definition was “imprecise and inaccurate.”
