According to a report released today, there is “a reasonable likelihood” that sub-postmasters’ use of Capture software “created shortfalls” before the Horizon incident.
The system, which served as Horizon’s forerunner, was introduced to branches in 1993.
Over 900 sub-postmasters were falsely accused and convicted of crimes, according to an investigation of the Post Office’s Horizon accounting system, since the IT system gave the impression that money was missing from their branches.
Due to “glitches” in Capture, at least forty former sub-postmasters assert they were also wrongly accused of theft.
According to Kroll, a risk advice and financial solutions organization, there was “a reasonable likelihood that Capture could have created shortfalls for sub postmasters” in their independent analysis on Capture.
Regarding the security of criminal convictions, Kroll has not reached any conclusions. It did discover that Capture may have been used in 13.5% of all branches.
Additionally, the audit found that sub-postmasters claimed they were under pressure from area managers and network managers to adopt the system.
