Verstappen finished sixth despite receiving two 10-second penalties for his driving against Norris for two incidents in a single lap.
While Ferrari’s Carlos Sainz won handily, Norris finished in second place after passing Ferrari’s Charles Leclerc for second with nine circuits remaining.
Verstappen received two penalties: one for leaving the track and taking the lead four corners later, and another for pushing Norris off the track after an altercation at Turn Four on lap 10.
Verstappen failed because he was not in the same situation as before.
Verstappen was not penalized in Austin for what many of his competitors believed to be pushing the McLaren wide, while Norris was penalized for trying to get an advantage by running off course in an attempt to pass the Red Bull driver.
According to Formula One racing regulations, Verstappen was entitled to run to the track’s edge because he was ahead at the corner’s apex.
