The minister of irrigation for Sindh, Jam Khan Shoro, stated that a triangular formula was introduced under the administration of former general Pervez Musharraf, although he clarified that this had nothing to do with the water agreement of 1991.

He asked, “How would the Kalabagh Dam be built when there is no water?”
The minister from Sindh claimed that the province of Sindh objected to the remark.
Jam Khan Shoro asserted, “The Indus will dry up if they talk about building a new canal in the interim.”
He said that the Left Bank Outfall Drain (LBOD) altered Sindh’s natural water flow.
Jam Khan Shuro insisted, “There would be flaws in the 1991 agreement, this agreement was not implemented.” According to him, Sindh broke away from Bombay in 1937.
