Norrie, who fell 7-6 (11-9) 6-3 against the Finnish world number 88, was supplanted as the top-ranked player in Britain last week by Jack Draper.
Only 14 of the 28-year-old’s 27 matches have resulted in a victory, and he now stands 44th in the world rankings after a poor 2024.
The Wimbledon tournament begins on Monday, and he will not be seeded.
But, Giles Hussey of Britain, who had entered the draw as a lucky loser only 45 minutes prior to his match against sixth seed Mariano Navone, pulled off an incredible victory.
And the 359th-ranked player in the world made the most of it, winning 6-4, 6-2.
In an attempt to improve on his previous week’s first-round loss at Queen’s, Norrie started the match steadily but failed to convert two break points while leading 3-2.
In the opening moments of the second set, Ruusuvuori increased his game to win the vital break and take a 5-3 lead, leaving Norrie disappointed once more about squandered opportunities.
With a biased British audience in his corner, Norrie tried to rally, but lost twice and his opponent sealed the victory to snap a five-match losing run.
