Ugarte might take a plane to Manchester later on Tuesday to get a medical examination.
The transfer coincides with Scott McTominay, a midfield player, being linked to a 30 million euro (£25.37 million) move to Napoli.
Only a year after joining PSG for an estimated 60 million euros from Sporting Lisbon, Ugarte is set to sign with the Old Trafford club after being linked to the club throughout the summer.
The 23-year-old played in 37 games for Luis Enrique’s team, 25 of which came in the league as PSG captured their 12th Ligue 1 championship.
It is believed that PSG and Ugarte have also worked out a 10% sell-on clause, and both teams have expressed their satisfaction with the agreement behind closed doors.
Although there is optimism at Old Trafford that McTominay will complete his move to Napoli, the Ugarte deal is predicated on that happening.
Tuesday is McTominay’s scheduled medical trip to Italy.
It is acknowledged by United sources that the Profit and Sustainability regulations of the Premier League encourage the sale of domestic players.
McTominay’s regular start was not guaranteed by manager Erik ten Hag, and United rejected proposals for the 27-year-old a year ago.
In spite of this, the Scotland midfielder—who enrolled in United’s soccer program for the first time at the age of five—finished the previous season with 32 Premier League appearances and seven goals.
