Ukrainian President Volodymyr Zelensky has indicated that Kyiv is ready to discuss Washington’s emerging proposal aimed at ending the conflict with Russia. His remarks follow the leak of a draft US–Russia plan outlining possible paths toward a negotiated settlement.
Zelensky emphasized that Ukraine will only accept a “real and honorable peace”—one that fully protects the nation’s sovereignty and the will of its people.
What the Leaked Peace Proposal Includes
According to the leaked draft, the plan suggests several major concessions and strategic changes:
- Kyiv would give up the remaining territories it holds in the Donetsk region.
- Ukraine’s military would be capped at 600,000 troops.
- Ukraine would agree not to join NATO, though it would receive vague but “reliable security guarantees.”
- Russia would be reintegrated into the global economy, including lifted sanctions and an invitation back into the G7.
Ukrainian leaders have responded cautiously—neither accepting nor rejecting the plan outright. Officials stress that any agreement must ensure lasting and just peace, not temporary relief.
Zelensky met with senior US military leaders, including Army Secretary Dan Driscoll, Gen. Randy George, and Gen. Chris Donahue, who briefed him on the latest proposals.
White House spokesperson Karoline Leavitt stressed that Ukraine was not sidelined in the process, saying Kyiv’s feedback shaped the draft before it was shown to Zelensky.
A senior US official also confirmed that the document reflects extensive consultations with Ukrainian authorities.
Many European governments, however, were not included in developing the plan.
EU foreign policy chief Kaja Kallas noted that any viable peace strategy must involve both Europe and Ukraine.
With the US shifting focus, France and the UK are now carrying more of the burden for Ukraine’s financial and military support.
