Four additional persons have been charged with causing or threatening to cause criminal damage, in addition to the approximately 27 people who have been charged with rioting.
In May of last year, there was unrest in the Ely neighborhood of Cardiff due to the deaths of two adolescents, Harvey Evans and Kyrees Sullivan, in an electric bike accident.
The collision occurred on Snowden Road at 6:02 p.m. on May 22.
After video of a police van appearing to follow the two boys on their bike minutes before the incident appeared on social media, South Wales Police submitted itself to the Independent Office for Police Conduct (IOPC), a watchdog organization for law enforcement.
The IOPC said in July of last year that the van’s driver was the subject of a criminal investigation for reckless driving.
It was made clear that this did not imply that criminal or disciplinary actions would come next.
Harvey’s family described the 15-year-old as someone who “lived life to the full,” saying that they were “truly broken” for him.
In addition, his family urged “peace within the community” and requested that people ask the police to look into the collision.
