The 51-year-old, who currently competes on the LIV Golf circuit, birdied his 15th hole en route to a closing round 63 that put him eight under par for a 17-under total.
At Benton Harbor in Michigan, he finished three shots ahead of Richard Green of Australia, with Greg Chalmers, another Australian, trailing him by one shot.
After making two eagles on his back nine to get into the lead, Chalmers bogeyed his last three holes to put himself in a position to challenge Bland.
Bland had the lead after the first two rounds, but a third-round 74 put him behind Chalmers and South Africa’s four-time major winner Ernie Els.
