The 33-year-old midfielder only made 13 appearances for Cardiff City during the injury-plagued 2023–24 season, and he made just two appearances for Wales in the European Championship qualifying campaign.
Wales manager Rob Page reports that veteran goalkeeper Wayne Hennessey has a “significant injury” and is not included in the 25-man roster.
Page has chosen five uncapped youngsters, including Lewis Koumas of Liverpool, in place of Ramsey, who has scored 21 goals in 84 Wales caps, in order to focus on getting healthy again.
The 18-year-old will play for Wales as a full international, following in the footsteps of his father, Jason, a midfielder. Another adolescent is also being called up.
The other uncapped players are Wolverhampton Wanderers goalkeeper Tom King, defender Fin Stevens, who has shown well while on loan from Brentford to Oxford United, and Jay Dasilva of Coventry City.
Adam Davies, Danny Ward, and King have been selected as the three keepers in Hennessey’s absence.
Despite not playing for Nottingham Forest this past season, the 37-year-old, who has 109 caps, has been a mainstay for Wales since making his debut in 2007 and has been a part of three major tournament final squads.
Mark Harris, an Oxford forward who scored 19 goals to help his team win promotion to the Championship through the play-offs, is also not included.
