WASHINGTON: Internet freedom is shrinking not just in authoritarian countries but also across Western democracies like the United States and Germany, according to the latest annual Freedom on the Net report by Freedom House. The Washington-based research group revealed that global online freedom has fallen for the 15th consecutive year, marking an alarming shift toward tighter controls on digital expression.
Kian Vesteinsson, co-author of the report, said, “We’re witnessing a troubling pattern worldwide — even democracies are closing civic spaces and expanding online restrictions.” He added that 2025 saw a notable decline in conditions within democratic nations, particularly in North America and Western Europe, as governments stepped up efforts to curb “hateful” or “problematic” content.
The United States scored 73 out of 100, its lowest score ever, dropping three points from last year. The report linked the decline to actions by President Donald Trump’s administration, including the detention of non-US citizens over online statements and plans by Secretary of State Marco Rubio to deport individuals for comments about Israel, which have sparked legal challenges.
Germany’s score also dropped by three points to 74, reflecting rising self-censorship and strict enforcement of hate speech laws. Freedom House cited the case of a far-right website editor who received a suspended jail term and fine for posting a manipulated image criticizing a politician.
While the Trump administration has criticized Germany’s approach to free speech, Berlin defends its stance, citing its responsibility to prevent hate due to its Nazi-era history.
The steepest declines globally were seen in Kenya, which briefly shut down internet access during nationwide protests, as well as in Venezuela and Georgia. Meanwhile, Serbia was downgraded from “free” to “partly free,” and Nicaragua from “partly free” to “not free.” In contrast, Bangladesh recorded the biggest improvement after a new post-revolt government loosened digital restrictions.
Founded during World War II to promote democracy, Freedom House has long operated independently, though it was historically supported by US government funding. Under Trump’s renewed leadership, funding cuts have forced the group to lay off staff, reflecting the broader retreat of global support for digital rights and freedom of expression.
