OpenAI Steps In to Support UK Financial Institutions

OpenAI has offered nine major UK banks access to its advanced cyber security AI model, GPT-5.5 Cyber. The offer comes as rival AI company Anthropic continues to limit access to its own cyber security tool, Claude Mythos.

Both AI systems help organizations detect hidden security flaws in software, digital infrastructure, and online platforms. Experts say these models can identify vulnerabilities faster than many traditional security methods and, in some cases, outperform human analysts.

Anthropic’s Mythos Raises Security Concerns

Claude Mythos attracted significant attention when Anthropic introduced it earlier this year. The company claimed the AI discovered a security weakness in a legacy system that had reportedly remained undetected for nearly three decades.

The announcement sparked concern among financial leaders, regulators, and banking executives. Many worry that highly capable cyber security AI tools could expose weaknesses across financial systems if they fall into the wrong hands.

As a result, access to Mythos has remained restricted. Anthropic has not made the technology widely available, particularly to major banking institutions seeking to test and strengthen their own systems.

Bank of England Calls for Greater Access

Last week, Bank of England Governor Andrew Bailey highlighted the issue during public remarks. He noted that UK banks still cannot access Claude Mythos to assess the security of their digital platforms and applications.

Financial institutions argue that access to advanced cyber security tools is essential as cyber threats become more sophisticated. Banks want to use these technologies to identify vulnerabilities before cybercriminals can exploit them.

OpenAI Presents an Alternative

George Osborne, the former UK Chancellor who now serves as a senior executive at OpenAI, responded to concerns surrounding access to advanced cyber security AI.

According to Osborne, OpenAI does not intend to keep GPT-5.5 Cyber exclusively for internal use. He emphasized that the company wants organizations to benefit from the technology and improve their cyber defenses.

However, Osborne also confirmed that GPT-5.5 Cyber will not be available to everyone. OpenAI plans to control access carefully, similar to Anthropic’s approach with Mythos.

AI Security Institute Finds Comparable Performance

The AI Security Institute recently evaluated both GPT-5.5 Cyber and Claude Mythos. Its findings showed that the two models performed at a similar level across a range of cyber security tests.

Researchers said both systems demonstrated strong capabilities in detecting vulnerabilities and analyzing complex security challenges. The results suggest that competition between OpenAI and Anthropic could drive further innovation in AI-powered cyber defense.

Growing Role of AI in Cyber Security

As cyber threats continue to evolve, advanced AI tools are becoming increasingly important for governments, banks, and businesses. While these systems offer significant benefits, experts believe careful oversight will be necessary to balance innovation with security risks.

The debate over access to powerful cyber security AI models is likely to continue as organizations seek stronger protection against emerging digital threats.

Previous Article Shibuya Introduces Instant Fines for Littering in Busy Tourist Areas New Fine System Starts in Shibuya Shibuya Ward in Tokyo has started issuing instant fines for littering in busy public areas. The penalty is 2,000 yen, which is about 13 dollars or 9 pounds. The rule began this week and targets both residents and tourists. Officials say the measure is designed to keep one of Japan’s busiest entertainment districts clean. Shibuya Crossing, one of the most visited landmarks in Japan, sits at the centre of this campaign. Growing Tourism Pressure in Japan Japan has seen a sharp rise in international visitors. The country welcomed a record 42.7 million tourists in 2025. This surge has created new pressure on public spaces, especially in major cities like Tokyo. Local authorities report more cases of public drinking and littering in crowded tourist zones. Officials say this behaviour has increased concerns among residents and businesses. How the Fine System Works The new system allows enforcement officers to issue fines immediately. People can pay using cash, bank cards, or QR code payments. Around 50 officers will patrol key areas to enforce the rules. Authorities have also asked food and drink businesses to install waste bins where possible. The goal is to reduce litter before it appears on the streets. Officials in Shibuya stated that littering will not be accepted simply because bins are limited. They said the aim is to create a cleaner and more comfortable city for everyone. Why Japan Has Few Public Bins Public rubbish bins are not common in many parts of Japan. One reason is safety concerns linked to past security incidents. As a result, visitors often struggle to find places to dispose of waste. A recent survey showed that the lack of bins is one of the biggest complaints among tourists. More than 20 percent of respondents mentioned it as a major inconvenience. Tourism Strain Beyond Tokyo Other parts of Japan are also feeling the effects of rising tourism. Near Mount Fuji, the town of Fujiyoshida has experienced traffic congestion and litter problems. Local authorities even cancelled a popular cherry blossom festival due to overcrowding. National Efforts to Manage Overtourism Japan is introducing several measures to manage visitor numbers. These include higher tourist taxes and digital tools that show real time crowd levels in popular destinations. The aim is to balance tourism growth with local quality of life. Next Article # UK Government Considers National Airline Blacklist for Disruptive Passengers The UK government is exploring plans to create a national airline blacklist that could stop abusive and disruptive passengers from flying with any UK carrier. The proposal aims to improve passenger safety and support airline staff by preventing repeat offenders from switching airlines after receiving a ban from one company. Officials from the Department for Transport are expected to meet with airline representatives this month to discuss how the system could work. ## Why the New Proposal Is Being Considered Airlines often face challenges with disruptive travelers, especially during the busy summer holiday season. Incidents involving aggressive behavior, intoxication, and verbal abuse can put passengers and crew members at risk. Currently, when an airline bans a passenger for misconduct, that individual can often book a flight with another carrier. The proposed national database would help airlines share information and take coordinated action against repeat offenders. Government officials believe stronger cooperation between airlines could reduce onboard disturbances and create a safer travel environment for everyone. ## Safety Concerns Continue to Grow Disruptive behavior on flights remains a serious issue across the aviation industry. Airline crews regularly deal with passengers who become aggressive, intoxicated, or refuse to follow safety instructions. Such incidents can delay flights, force emergency landings, and create unnecessary stress for travelers. In severe cases, airlines and authorities pursue criminal charges against offenders. The government says it wants to ensure passengers can travel safely without facing disturbances caused by a small number of individuals. ## Recent Cases Highlight the Problem Several high profile incidents have brought attention to the issue. In one case, a passenger became so abusive during a flight from Krakow to Bristol that the pilot had to abandon the aircraft's first landing attempt. The passenger later received a prison sentence. Another incident involved a fight between two passengers on a flight traveling from Turkey to Manchester. The confrontation forced the aircraft to make an emergency landing in Brussels, where authorities arrested those involved. The airline later imposed lifetime bans on both passengers. These cases demonstrate the significant impact disruptive behavior can have on flight operations and passenger safety. ## Airlines Support Stronger Measures Many airlines have welcomed the proposal. Industry leaders argue that a national blacklist would strengthen existing efforts to tackle disruptive conduct. Airlines already enforce strict policies and issue lifetime bans in serious cases. However, they believe a shared database would make these penalties more effective by preventing offenders from simply choosing another carrier. The aviation industry hopes the proposed system will discourage poor behavior and help create a safer experience for passengers and crew members alike. ## Data Protection Challenges Remain While the proposal has gained support, questions remain about data protection and privacy regulations. Current GDPR rules limit how airlines can share passenger information. Government officials and industry representatives will need to determine how a national database could operate while complying with existing privacy laws. Further discussions are expected as the government and airlines explore practical solutions. ## What Happens Next? The Department for Transport will continue discussions with airlines in the coming weeks. If approved, the scheme could become a major step toward reducing disruptive behavior on flights and improving safety across the UK's aviation sector. For now, airlines and government officials remain focused on finding a solution that protects passengers, supports crew members, and maintains compliance with data protection regulations.
