Some of the first AI rules in US history would have been enforced by the proposed legislation.
According to Mr. Newsom, the bill may discourage innovation and force AI developers to relocate outside of the state.
The bill’s sponsor, senator Scott Wiener, claimed the veto lets businesses carry on creating “extremely powerful technology” free from governmental control.
The bill would have mandated safety testing for the most sophisticated AI models.
It would have compelled creators of technology to make sure that a “kill switch” was incorporated. If an AI system started to pose a threat, organizations would be able to isolate it and turn it off with the use of a kill switch.
Additionally, it would have mandated government supervision for the creation of the strongest artificial intelligence systems, or “Frontier Models.”
According to a statement from Mr. Newsom, the bill “does not take into account whether an Al system is deployed in high-risk environments, involves critical decision-making, or uses sensitive data.”
