Rahul Gandhi Sparks Controversy in Parliament
Indian opposition leader Rahul Gandhi created a major uproar in parliament while attempting to quote passages from former army chief General MM Naravane’s unpublished memoir. The book reportedly claims that top political leaders failed to give clear guidance during the 2020 military standoff with China.
Gandhi read from a photocopy of a magazine article containing excerpts from the unreleased manuscript. He said the memoir stated that as Chinese tanks advanced on Indian positions, Naravane was told to act as he saw fit.
Background of the 2020 India-China Standoff
The standoff occurred in the Galwan river valley in Ladakh during summer 2020, marking the first deadly confrontation between India and China since 1975. Twenty Indian soldiers and at least four Chinese troops died in the clashes. Tensions eased in 2024 after both countries agreed to disengage from key border areas.
Government Pushback
Prime Minister Narendra Modi’s BJP party accused Gandhi of insulting the armed forces and violating parliamentary rules by quoting an unpublished book. Defence Minister Rajnath Singh demanded Gandhi present the book in the house, stating it had not yet been published. Home Minister Amit Shah also criticized Gandhi for allegedly misleading parliament.
Despite interruptions, Gandhi insisted his source was authentic. The repeated disruptions forced parliament to adjourn proceedings, and eight Congress MPs were later suspended for disorderly conduct.

According to Gandhi, Naravane felt abandoned during the crisis. He reportedly stated that the standing order was not to fire on Chinese troops unless top leadership gave instructions. Gandhi suggested this implied that Prime Minister Modi had left critical decisions to Naravane, leaving him isolated during the standoff.

Naravane served as India’s army chief from 2019 to 2022. His memoir, Four Stars of Destiny, is said to cover both his personal life and military career. The book has faced delays due to pending government clearances, likely because it contains sensitive operational details from the 2020 border conflict.
