Deputy Prime Minister Ishaq Dar announced on Tuesday that the federal government plans to table the 27th Constitutional Amendment after consulting its coalition partners. The amendment seeks to establish a Constitutional Court and introduce key changes to the National Finance Commission (NFC) Award, as well as amend Article 243 regarding the armed forces’ command, according to PPP Chairman Bilawal Bhutto Zardari.
The proposed amendment also includes provisions for executive magistrates, judicial transfers, and adjustments to provincial shares in the NFC Award. Dar reassured legislators that the amendment would not be rushed and that ample opportunity for debate and input would be provided before it moves to the relevant Senate committee.
Discussions with major allies, including the Pakistan Peoples Party (PPP), Muttahida Qaumi Movement-Pakistan (MQM-P), Awami National Party (ANP), and Balochistan Awami Party (BAP), are ongoing to finalize the draft. The government has emphasized that the amendment is its initiative and will undergo consultations with legal forums before being tabled.
PPP Senator Sherry Rehman confirmed that the draft has been shared with her party and internal consultations will precede the party’s official stance. She stated that the PPP Central Executive Committee (CEC) will meet soon to discuss the amendment’s key features, highlighting that while the PPP remains an ally, it maintains its independent position.
The 27th Constitutional Amendment Bill is expected to be presented to the Senate on November 7, with the federal government targeting its passage next week, sources said.
