Authorities fear a tsunami might result from a portion of the mountain collapsing into the ocean.
It was advised that people stay at least 3.7 miles away, and Sam Ratulangi Airport in Manado, which is nearby, was closed, affecting nine flights so far.
Those living on Tagulandang island, northeast of the volcano, were among the 11,000 individuals told to evacuate the region.
They will be transported by boat for six hours to the closest metropolis.
