The US Treasury has doubled the size of some long term bond buybacks to $4 billion per operation. The move targets Treasury securities with maturities of 10 to 30 years.

The decision comes as long term US borrowing costs have risen sharply. It also raises an important question: could the Treasury now have a bigger influence on borrowing costs than the Federal Reserve?

What Happened?

The US Treasury announced a larger program to buy back long term government debt. Each targeted operation will now reach $4 billion.

Treasury vs Federal Reserve

The development has created debate over which institution has more influence over financial conditions.

The Federal Reserve mainly uses interest rates to guide monetary policy. Its key goal is to control inflation while supporting economic stability.

David Russell of TradeStation said the balance of influence could be shifting toward the Treasury if this trend continues.

Market experts say the Federal Reserve has a high threshold for buying bonds to stabilize markets.

Gennadiy Goldberg of TD Securities said the Fed would likely need to see severe liquidity problems or clear signs of market dysfunction before taking such action.

The Federal Open Market Committee also continues to view short term interest rates as its main monetary policy tool.

Fed intervention could create another problem. Large scale bond purchases would normally put downward pressure on long term yields. That could look like monetary easing at a time when inflation remains above the Fed’s 2% target.

Kevin Warsh and the Fed Balance Sheet

Fed Chair Kevin Warsh has criticized the central bank’s large balance sheet. He wants the Fed to reduce its holdings of government bonds over time.

The Fed currently holds about $6.8 trillion in assets. Warsh believes these holdings can affect financial market pricing.

The central bank has created task forces to examine its balance sheet and other related issues. Changes to banking rules could also help reduce the amount of bonds the Fed needs to hold.

However, reducing emergency liquidity requirements could create financial stability risks. If financial stress increases, the Fed might then need to step in more often.

Economic Impact

The Treasury’s larger buybacks could provide some short term support for the long term bond market. Lower yields can reduce borrowing costs for households and businesses.

However, the buybacks do not solve the deeper reasons behind higher yields. Inflation concerns, government borrowing needs and strong demand for capital remain important factors.

That means the Treasury may influence the bond market, but its actions may not fully reverse the broader rise in long term borrowing costs.

What Happens Next?

Investors will watch future Treasury buyback operations closely. They will also monitor long term Treasury yields, inflation data and government borrowing plans.

The Federal Reserve will likely continue focusing on short-term interest rates unless financial market conditions deteriorate significantly.

For now, officials and investors do not appear to see a strong case for direct Fed intervention in the long term bond market.
