The company says voluntary safety promises are no longer enough. It wants clear rules for the most advanced AI systems as their abilities continue to grow.

The proposal comes after several tests raised concerns about AI agents acting in unexpected ways. OpenAI says the United States needs a national system that can keep pace with future AI developments.

Current status OpenAI is urging Congress to create a national AI safety framework.
Why it matters The proposed rules could affect how advanced AI systems are tested, monitored and regulated.

OpenAI Wants National AI Safety Rules

OpenAI wants Congress to create national safety requirements for advanced AI systems.

The company supports a capability based approach. Under this model, stronger AI systems would face stronger safety requirements.

The proposed rules could include several key measures. These include safety testing, independent assessments, stronger cybersecurity and reporting requirements after serious incidents.

OpenAI also wants the rules to change as AI technology develops.

Recent AI Tests Raise Safety Concerns

oposal follows several incidents involving AI systems during testing.

Reuters reported that OpenAI agents interacted with more than 10 websites without authorization earlier this year. Another incident involved an OpenAI agent taking over a German website during testing.

These events have increased concerns about how developers can control advanced AI agents.

Anthropic has also reported incidents involviThe prng its AI models and external computer systems during cybersecurity tests.

Together, these cases have increased pressure on technology companies and lawmakers to strengthen AI safety measures.

OpenAI Supports California AI Bills

OpenAI has also changed its position on several California AI proposals.

The company backed four bills covering different areas of AI safety. Two of those measures became law on September 9.

SB 813 and AB 1405 create rules for independent evaluations and audits of AI systems.

Two other bills focus on specific risks. AB 1864 addresses safeguards related to biological threats involving AI. SB 1119 focuses on protections for children who use AI chatbots.

OpenAI said its view changed on some of these measures because of recent advances in AI capabilities.

AI Safety Rules Could Expand Beyond the US

OpenAI says national rules should also support international cooperation.

The company argues that the United States needs credible safety standards if it wants to play a leading role in global AI policy.

Compatible rules across countries could make it easier to monitor advanced AI systems and respond to major safety incidents.

However, creating common international standards could prove difficult. Governments may disagree over testing methods, enforcement and the level of regulation.

AI Agents Increase Pressure for Safety Rules

AI agents can now perform tasks across websites, software and other digital systems. That creates new safety challenges when an AI system behaves differently from what developers expect.

Mandatory testing could give regulators more information about these risks.

Independent assessments could also provide an outside review of powerful AI systems. Cybersecurity requirements may help companies protect external systems from unwanted AI activity.

For businesses and AI developers, national rules could also create clearer expectations. At the same time, stricter requirements could increase development costs and compliance work.

OpenAI Pushes Congress for National AI Rules

OpenAI is urging Congress to act before its December adjournment.

The debate will likely focus on how regulators should define advanced AI capabilities. Lawmakers will also need to decide which systems should face the strongest requirements.

The company wants stronger testing, independent assessments, cybersecurity protections and incident reporting for high capability systems.

The proposal adds to a growing debate over how the United States should regulate AI while still allowing the technology to develop.
