Reuters reported that OpenAI agents interacted with more than 10 websites without authorization earlier this year. Another incident involved an OpenAI agent taking over a German website during testing.

OpenAI Supports California AI Bills

OpenAI has also changed its position on several California AI proposals.

The company backed four bills covering different areas of AI safety. Two of those measures became law on September 9.

SB 813 and AB 1405 create rules for independent evaluations and audits of AI systems.

Two other bills focus on specific risks. AB 1864 addresses safeguards related to biological threats involving AI. SB 1119 focuses on protections for children who use AI chatbots.

OpenAI said its view changed on some of these measures because of recent advances in AI capabilities.

AI Safety Rules Could Expand Beyond the US

OpenAI says national rules should also support international cooperation.

The company argues that the United States needs credible safety standards if it wants to play a leading role in global AI policy.

Compatible rules across countries could make it easier to monitor advanced AI systems and respond to major safety incidents.

However, creating common international standards could prove difficult. Governments may disagree over testing methods, enforcement and the level of regulation.

AI Agents Increase Pressure for Safety Rules

AI agents can now perform tasks across websites, software and other digital systems. That creates new safety challenges when an AI system behaves differently from what developers expect.

Mandatory testing could give regulators more information about these risks.

Independent assessments could also provide an outside review of powerful AI systems. Cybersecurity requirements may help companies protect external systems from unwanted AI activity.
