President Donald Trump is making the 2026 midterm elections a major test for his Republican Party. At a GOP gathering in Dallas, Trump urged supporters to stay united and help Republicans keep control of Congress.

The proposal faces major financial and legal questions. The payment could cost more than $1 trillion. Trump also cannot simply authorize such a nationwide payment without congressional approval.

Vice President JD Vance later suggested that wealthy Americans might not receive the proposed payment. He also pointed to tariff revenue as a possible source of funding. Questions remain about whether tariff revenue could cover the cost.

Republicans Highlight Their Legislative Record

Republican leaders are using the convention to promote Trump’s major legislation. House Speaker Mike Johnson and other party leaders are presenting the One Big Beautiful Bill as a key achievement.

The law includes tax changes and spending reductions. It also increases funding for immigration enforcement and other government priorities.

Republicans argue that the law will strengthen the economy and reduce waste. Democrats point to cuts affecting programs such as food assistance and health coverage. 

Democrats Attack Trump's Economic Record

Democrats are using the Dallas convention to make their own case to voters.

They argue that Americans remain concerned about high prices, healthcare costs and the direction of the economy. Democratic leaders also accuse Trump and Republicans of focusing too heavily on political spectacle.
