Indian Students Study in Canada Decline as Visa Rules and Costs Rise

Canada used to be the top choice of Indian students who wanted to study abroad. This is changing rapidly. Recent data and reports indicate a dramatic drop in the number of applications and approvals.

Delhi’s education consultants say that the change is clear. Up until 2023, the majority of students sought to study in Canada. Many families now look to other countries, such as Italy, Germany and Australia.

A consultant said that the number of applications to Canada had dropped by 80 percent. Before making a decision, parents and students ask questions regarding safety, cost, and the likelihood of obtaining a visa.

Visa Rules and Policy Changes

In recent years, Canada has tightened its rules on international students. By 2024, Canada will limit the number of study permits for diploma and undergraduate programs to 350,000. This limit did not include postgraduate studies.

The number of seats available for international students has been reduced. The selection process was also more competitive.

The financial requirements also increased. In 2024, the proof of fund requirement (also known as Guaranteed investment Certificate) will double from 10,000 Canadian Dollars to over 20,000 Canadian Dollars. This was a difficult situation for many Indian families.

The cost of living is rising.

Cost of living has increased dramatically in Canada. The cost of living in Canada has also increased sharply.

Student who used to consider Canada an affordable option for study now have higher monthly costs. This added pressure can change the decisions of many families.

The total cost to study and live in Canada is a concern among Indian students.

Increased Visa Rejection Rates

The approval of visas has become increasingly difficult. International education monitoring reports show that the rejection rate of study permits has increased from 38 to 52 percent.

The increase in the number of applications has led to uncertainty among students. Now, families who have invested large sums in their applications are at a greater risk of being rejected.

Many students choose countries with visa approval that is more predictable.

The Indian student share in Canada is declining

The official data show a significant change in the student population. Indian students accounted for only 8.1% of all international students studying in Canada as recently as September 2025. It is a dramatic drop from the 51.6 percent of 2023.

Consultants in education say that the decrease is due to both changes in policy and a growing reluctance among parents.

The dispute has been ongoing for more than a decade and focuses on the highly profitable Hope Downs iron ore project in the Pilbara region. The court decision brings partial closure to one of Australia’s most closely watched inheritance and mining conflicts. Background of the Hope Downs dispute Rinehart inherited mining interests from her father, Lang Hancock, in 1992 and later expanded operations in Western Australia’s resource rich Pilbara region. The legal challenge was brought by the descendants of her father’s former business partner, Peter Wright, who argued that a historic agreement between the two families entitled them to a share of royalties and mining benefits from the Hope Downs project. Hope Downs is jointly run by Rio Tinto and Hancock Prospecting and generates major annual revenue from iron ore exports. Court decision on royalties and ownership The Supreme Court ruled that Hancock Prospecting must pay a portion of past and future royalties linked to the Hope Downs mine. However, the court confirmed that ownership of the mining rights remains with Rinehart’s company. The judgment split responsibility for royalties, stating that half of the disputed entitlement belongs to Wright’s family, while the remaining claims were either rejected or only partially accepted. The court also dismissed claims from two of Rinehart’s children, who argued that mining rights had been moved out of a family trust in a way that blocked their inheritance. However, some related royalty claims from another family connected to the original partnership were partially accepted. Mixed outcome for all parties The judge described the outcome as a split result, with both sides winning and losing different parts of the case. Hancock Prospecting said the ruling confirmed its ownership of Hope Downs, while Wright’s family welcomed the recognition of their royalty share. Financial impact Hope Downs remains a major income source, contributing hundreds of millions of Australian dollars annually to Hancock Prospecting through royalty arrangements linked to Rio Tinto’s operations.
