President Biden is getting ready to address Congress in a joint session as he has once again missed the deadline for submitting his national security and spending proposals.
There are Republicans in Congress who want to impose a simple punishment on Biden and any future presidents who fail to meet the deadline. Under a proposal called the SUBMIT IT Act, which stands for Send Us Budget Materials & International Tactics In Time, there will be no formal speech or timely plans.
A president is required by the Budget and Accounting Act of 1921, which has undergone multiple revisions, to provide his budget request to Congress by the first Monday in February. The president must submit a national security proposal for that day according to the National Security Act of 1947.
Republicans suggest delaying the president’s SOTU speech if he doesn’t submit the budget on time.
