Mr Blinken stated at a Senate hearing that he was “committed” to taking action against the “profoundly wrong-headed decision”.
His remarks come as Republicans are pushing to impose sanctions on ICC officials, which could be voted on as early as this week.
The United States is not a member of the court, but it has supported prior cases, such as the International Criminal Court’s arrest order for Russian President Vladimir Putin for the Ukraine conflict.
At a Tuesday hearing of the Senate Foreign Relations Committee, James Risch, its senior Republican, questioned if Mr. Blinken would support legislation that addresses ICC.
