The mandate expires after six months if workers choose to conduct industrial action, and unions must hold another poll to prolong it, according to current law.
However, a government-produced consultation document stated that the mandate might be extended for an additional year.
It stated that maintaining the six-month norm would “add administrative costs” to unions because they are “very likely” to win a second referendum.
