Modi, who traveled to Bhutan for the 70th birthday celebrations of former King Jigme Singye Wangchuck, said he arrived with “a heavy heart,” as the country mourns the victims of the tragic attack. Earlier this year, he had also rushed home from Saudi Arabia after an attack in IIOJK killed 26 Hindu tourists.
