With a debt of approximately £14 million, the US Embassy is in the largest debt, followed by the Japanese Embassy with a debt of over £10.1 million and Togo with a debt of £40.
TfL numbers refer to unpaid fees and fines incurred by diplomats since the introduction of the congestion charge in 2003 and the end of last year.
In a statement, the American Embassy stated that they felt they were free from the levy because it was a tax.
The plan charges a £15 daily fee for driving inside a certain region of central London between 07:00 and 18:00 on weekdays and midday to 18:00 on weekends and bank holidays.
