In 2025, the “Sindh Coastal Resilience Project,” a hybrid intervention project, will be introduced in up to three union councils in Badin, Sujawal, and Thatta, as well as about seven of the poorest talukas in three districts.
The 3.87 million people living in these places are considered to be the most impoverished and underdeveloped in the world. Their multidimensional poverty headcount, which measures extreme deprivations in terms of standard of living, health, and education, stands at 84%.
In the target area, only 1% of families own agricultural property, and 84% of landowners own less than two acres.

The three districts share a fairly comparable socioeconomic status. The majority of the population lives in rural areas.
