Shortly after 5:30 p.m., police received a report of a significant collision on Central Drive in Shotton.
The suspect, who police claim did not stop following the incident, is being sought for by North Wales Police.
Three individuals have been placed under custody on allegations of tampering with the legal system.
The child was flown to Liverpool’s Alder Hey Children’s Hospital. According to the force, the individual has “life-changing injuries” and is still in serious condition.
Wednesday night, the route stayed closed while police conducted investigations.
As police searched for the culprit, Chief Inspector Trystan Bevan said that there was a “heavy police presence” in the Shotton area.
Anyone with dashcam footage who was traveling in the area or who observed the event is being asked to contact the force.
