KARACHI: In an effort to give residents of Sindh simpler and faster access to government services, Caretaker Chief Minister Justice (retd) Maqbool Baqar has launched the province’s eagerly anticipated digital project.
The provincial chief executive stated, “The provincial government has initiated a single digital platform for all citizens to minimize human interaction,” during the launch event on Wednesday of five revolutionary e-services: the Industrial Estate Management System (IEMS), e-Services Sindh Mobile App, e-Registration, e-Mutation, and e-Pay Sindh.
“As a step towards the transition from manual mode to e-governance in the form of e-Services Sindh and e-Pay Sindh, it will also ensure transparency, departmental accountability, and the disposal of all cases within seven working days,” he continued.
Citizens will be able to safely and conveniently pay for government services using their mobile devices, mobile banking apps, credit cards, debit cards, ATMs, and banks thanks to e-Pay Sindh’s digital payment function.
The chief minister of the state launched e-Services Sindh by punching a computer key during the event, which took place at a nearby hotel.
According to the chief minister, this innovative plan will completely change how people communicate with the government of Sindh.Five e-services that can transform:
- The Sindh e-Services Mobile App
It has now only been implemented by two Board of Revenue departments, but gradually each department will accept it one at a time.
The Sindh cabinet gave its approval for the legislative framework to be included in the Rules of Business for e-Pay and e-Services Sindh.
- “Registered Sale Deeds” e-Registration
An online application, payment, and appointment-based biometric verification and registration process would be used by citizens to register their sale deeds with the Sub-Registrars. They will avoid the inconvenience of having to go to a government office, where they would have to wait in line or deal with difficult manual processes.
- Electronic Mutation
It is for the purpose of making modifications to the land record. When registering using e-Registration, people will be able to conveniently and directly alter the land record online. The public will be able to access it online and it will be updated automatically.
The Board of Revenue was given instructions by the provincial government last Monday to digitally recreate the record of rights within the next six months.
The e-Registration and e-Mutation database will be merged with this digitally rebuilt record of rights. In the following six months, the province-wide City Survey Record will also be digitalized and linked with this database.
- Sindh e-Pay
a program that will let people use an online digital channel to pay the Sindh government for anything. People will find it simpler and more easy to pay their taxes, fees, and other obligations as a result of this.
- The system for managing industrial estates (IEMS)
One service that will offer this is the Sindh Small Industrial Estates and SITE Limited’s Industrial Estate Management System.

Justice Baqar stated that his government was dedicated to giving citizens simple, convenient, and transparent access to government services, and that the five e-services introduced by the province government are just the start of our path towards a fully digital government.
The chief minister expressed gratitude to the entire BoR team of committed experts for their endless efforts in creating these e-services.
According to Chief Minister Baqar, e-Services Sindh would revolutionize the way government services are provided to the people of Sindh by increasing their efficiency, transparency, and accessibility. He continued by saying that e-Service Sindh would support development and economic progress.
Online access to a variety of services will be made possible by the e-Services Sindh App and other integrated digital components. These services include:
Residence Permits
Changes to the Rights Record e-Registration
Certificate of Heirship Issued
Land surveying and demarcation, land surveying, land sales, industrial plots in SITE and Sindh Small Industries Corporation Estates, and other applications are all covered under the Agriculture Pass Book.
Online grievances
Along with these features, the app would let users file complaints against any revenue field office. The provision of government services is guaranteed to be accountable and transparent thanks to this feature.
In order to guarantee prompt and effective service delivery, the BoR has enforced a rigorous seven-day turnaround period for all applications submitted via the e-Services Sindh App and web portal. Additionally, Pakistan Post will deliver the completed paperwork to people’ doorsteps no later than 24 hours after they are issued.
