A senior Russian security official announced on Tuesday that North Korea will deploy thousands of military sappers and construction workers to Russia’s Kursk area to aid in its reconstruction following a Ukrainian invasion that North Korean forces assisted Moscow in thwarting this year.
After meeting with North Korean leader Kim Jong Un in Pyongyang for the second time in two weeks, Russian Security Council secretary Sergei Shoigu, a former defense minister with strong links to President Vladimir Putin, addressed.
According to Shoigu, he was acting on “special instructions” from Putin.
