Over nine out of ten councils this year have hiked taxes at or above 4.99%, up from about one in three this time last year.
They claim that increases are a reaction to mounting financial challenges, which include the demand for care services.
Although the government gave councils an extra £600 million in funding last month, there is still a cash shortfall overall.
Cllr Sam Corcoran, vice-chair of the organization, states: “County authorities are still going to have a £1.1 billion budget deficit in the next two years.
“We are forced to make the painful but essential decision to raise council tax by 4.99% in order to maintain service protection and stave off the possibility of financial collapse in the future, as council tax now provides two-thirds of the funding for the typical county authority.
