The administration required at least 64 members of the 96-member house to obtain a two-thirds majority in order for the 26th constitutional amendment to be approved.
After the government and the Jamiat-e-Ulema Islam came to an agreement, the government was virtually guaranteed 63 votes for their highly anticipated proposal. Included in this number were the following:
PPP: twenty-four participants
PMLN: Nineteen individuals
JUI: Five individuals
BAP: Four individuals
MQM: Three individuals
PMLQ: One individual
Four members are independents.
Four independents, Faisal Vawda, Abdul Qadir, Anwaar-ul-Haq Kakar, and Mohsin Naqvi, voted in favor of the change.
However, Senators Muhammad Qasim Rojhan and Naseema Ehsan of the Balochistan National Party drove up in white cars to the Parliament House right before the Senate session started.
