The youngster had twice been sent to YOI Wetherby in West Yorkshire, which houses some of the nation’s most “challenging” kids, and had both times had her clothes taken off.
The results of the inspections conducted in November and December of last year, according to top prison inspector Charlie Taylor, “deeply shocked” him.
Inspectors noted that the location has the “highest rate of self-harm of any prison in the country” and that officers frequently have to step in “multiple times at night” to prevent females from attempting to damage themselves.
According to the study released on Tuesday, the three females detained there are responsible for over half of the self-harm events that occurred in the previous year and were the “key cause of use of force and assaults on staff.”
“We were deeply shocked to find adult male officers restraining and stripping an incredibly vulnerable girl not once but twice,” stated Mr. Taylor.
