The incident occurred in 2022 when a staff member alerted the Hawthorn Centre in Detroit to the presence of two armed individuals and the sound of gunfire over a speaker system.
Robin Wagner, a lawyer, said that the children and staff had not been notified and that it was merely a drill.
When scores of officers arrived at the children’s psychiatric ward with powerful weapons and full body armor, the police were likewise unaware of the plan.
“It was horrifying,” she spoke before the Court of Claims in Detroit.
