The Pakistani Constitution is broken, according to Hina Rabbani Khar, the former minister of state for international affairs, if a province holds direct discussions with a foreign nation.
“Leave the state alone. In answer to a query about the Khyber Pakhtunkhwa government’s plan to hold talks with Afghan authorities, Khar stated, “If each province sets its own policy with America, China, or Afghanistan, it will challenge the Constitution.”

The former senior foreign affairs official said, “A province government is not at all qualified to handle this, as conducting any form of dialogue with a foreign state falls solely under the federal government’s jurisdiction,” during an appearance on the news program “Jirga.”
